Role-players from the U.S. Virgin Islands National Guard simulated a civil unrest situation in the early morning hours of December 15 at the Henry E. Rohlsen Airport in St. Croix, U.S. Virgin Islands. This "insert", or scheduled training event, was a cumulative exercise built from the desperation for resources that would likely occur after a hurricane.
