James Hoyer, the West Virginia National Guard Adjutant General, serving as Grand Marshall for the annual Ripley 4th of July Celebration parade drives by. Known as the USA’s largest small town Independence Day celebration, the Ripley 4th of July Celebration dates back to the late 1800’s, and is the oldest Independence Day Celebration in West Virginia.
