Lt. Col. Gregory Harkins (right), commander, 4th Battalion, 23rd Infantry Regiment and Command Sgt. Maj. Paul Biggs (left), senior enlisted leader, 4-23rd Inf., hang a Navy Presidential Unit Citation streamer on the battalion colors, March 23. According to the citation, the Navy Presidential Unit Citation was awarded to each company in 4-23rd Inf. Regiment, and Alpha Company, 1st Battalion, 17th Infantry Regiment, for their extraordinary heroism in action against an armed enemy while participating in Operation Moshtarak with the Marine Expeditionary Brigade in the Marjah district, Afghanistan, from Feb. 1 to Feb. 28, 2010.
