Col. (ret.) Eugene F. Scott introduces guests at the re-dedication ceremony for the Victory Monument at the intersection of Martin Luther King Drive and 35th Street in Chicago. The monument honors the Illinois National Guard's storied all African-American 8th Infantry Regiment which fought under the French during World War I as the 370th Infantry. The 8th Infantry, which also saw combat in the Spanish-American War and World War II, was the only Black unit to enter World War I commanded entirely by Black officers.
