ANNAPOLIS, Md. (July 26, 2019) Chief of Naval Operations Adm. John M. Richardson addresses guests during the U.S. Naval Academy’s change of command ceremony where 62nd Superintendent Vice Adm. Walter E. “Ted” Carter Jr. is properly relieved by Vice Adm. Sean S. Buck.
