ANNAPOLIS, Md. (July 26, 2019) Vice Adm. Sean S. Buck addresses guests during a change of command ceremony at the U.S. Naval Academy where he properly relieved Vice Adm. Walter E. “Ted” Carter Jr. to become the 63rd superintendent.
