ANNAPOLIS, Md. (July 26, 2019) The U.S. Naval Academy’s 62nd Superintendent Vice Adm. Walter E. “Ted” Carter Jr. addresses guests during a change of command ceremony at the U.S. Naval Academy, where he is properly relieved by Vice Adm. Sean S. Buck. A decorated naval flight officer who began his career at the Naval Academy July 6, 1977, Carter is retiring after 38 years of active duty naval service.
