CHICAGO, Ill. (Nov. 7, 2019) – Former Chief of Naval Operations, retired Adm. John M. Richardson, addresses Navy Junior Reserve Officers Training Corps (NJROTC) cadets from Rickover Naval Academy during the commissioning ceremony of their new school building. Rickover is a Chicago Public Schools (CPS) high school where all the students are NJROTC cadets, it is one of six military academies in Chicago.
