POLARIS POINT, Guam (Feb. 7, 2020) Capt. Al Alarcon, the prospective commanding officer of the submarine tender USS Frank Cable (AS 40), reads his orders during a change of command ceremony, Feb. 7. Alarcon relieved Capt. Jeff Bierley as commanding officer of the ship during the event. Frank Cable, forward deployed to the island of Guam, repairs, rearms and re-provisions submarines and surface vessels in the Indo Pacific region.
