Kohei Masuda, left, Gen. The annual drill focuses on possible disasters which could strike the Shizuoka prefecture and how to respond to them. Masuda is the vice minister of defense for Japan. Kimizuka is the Chief of Staff for the Japan Ground Self-Defense Force. Kawakatsu is the governor of the Shizuoka prefecture.
