The certificate was presented by the Director of the National Insider Threat Task Force, Robert Rohrer, and the deputy director of the NITTF, Rebecca Morgan to Randy Smith, the senior Marine Corps Counter Insider Threat Program official. The purpose of the Marine Corps Counter Insider Threat Program is to provide commanders with the information necessary to make risk-based decisions, with the desired end state being to recognize when stressors and concerning behaviors first develop and interrupt the chain of events, or critical path, early to avoid an adverse outcome.
