The purpose of the Marine Corps Counter Insider Threat Program is to provide commanders with the information necessary to make risk-based decisions, with the desired end state being to recognize when stressors and concerning behaviors first develop and interrupt the chain of events, or critical path, early to avoid an adverse outcome.
