SOUTH CHINA SEA (Sept. 13, 2022) Operations Specialist 2nd Class Robert Avila, from Oakland, California, heaves a mooring line from the forward boatswain locker onto the fo’c’sle aboard Arleigh Burke-class guided-missile destroyer USS Higgins (DDG 76) while preparing for a port visit to Manila, Philippines, Sept. 13.
