Robert Bianchi (ret.), center right, cuts a cake with staff officers from Naval Base Ventura County (NBVC) during a ceremony for Port Hueneme Navy Exchange (NEX), which won the 2021 Bingham Award, by the Navy Exchange Service Command (NEXCOM). NBVC is a strategically located Naval installation composed of three operating facilities: Point Mugu, Port Hueneme and San Nicolas Island.
