YOKOSUKA, Japan (Nov. 17, 2023) Vice Adm. FUKUDA Tatsuya, Commander, Fleet Escort Force, Japan Maritime Self Defense Force presents Capt. Walter C. Mainor a Defense Cooperation Medal during a change of command ceremony onboard the Arleigh Burke-class guided missile destroyer USS Higgins (DDG 76). Capt.
