Carnal during a change of command ceremony for NAVSUP Business Systems Center (BSC) onboard Naval Support Activity Mechanicsburg, August 2. Carnal received the award for his exceptionally meritorious conduct in the performance of outstanding service as commanding officer, NAVSUP Business Systems Center (BSC), from October 2022 to August 2024. During the ceremony, Capt. Juan Carlos “JC” Uribe relieved Carnal as commanding officer, NAVSUP BSC.
