NAVAL BASE POINT LOMA (September 12, 2024) U.S. Navy linehandlers stand by to assist the Peruvian submarine BAP Pisagua (SS 33) as Pisagua arrives at Naval Base Point Loma as part of the Diesel Electric Submarine Initiative (DESI), Sept. 12, 2024. The DESI program was established in 2001 by U.S. Fleet Forces Command and partners the U.S. Navy with South American submarine-operating navies as they participate in fleet readiness exercises.
