Family members, colleagues and community members gathered in Porterville, California, Nov. 14, to honor Calvin Foster, the longtime U.S. Army Corps of Engineers Sacramento District Southern Operations Branch Chief, upon his retirement, and to thank him for the immeasurable impact he made on their lives and careers over the past five decades. During the retirement luncheon, District Commander Col. Chad Caldwell presented Foster with two prestigious awards for his many years of inspirational service: the U.S. Army Superior Civilian Service Medal and the U.S. Army Corps of Engineers Bronze de Fleury Medal.
