    Ice floes drift under five bridges spanning the Monongahela River on a frosty day in Pittsburgh, Jan. 24, 2025. Known as The City of Bridges, Pittsburgh has over 440 bridges of various designs and functions. Although no towboats are navigating the Monongahela River, one cargo barge carries as much bulk commodities as 16 bulk rail cars and 70 tractor-trailer trucks. Inland navigation is more efficient, environmentally sound, and safer for the public than rail or road bulk transportation. The U.S. Army Corps of Engineers Pittsburgh District, known as the Headwaters of the Ohio, is responsible for operating 23 navigable locks and dams on the Allegheny, Monongahela, and Ohio rivers, as well as managing 16 reservoirs throughout the region.
