    Defense Logistics Agency Vice Director Bradley Bunn recognized DLA Energy Senior Counsel Precious Harrison-Cobb for her talent, top-tier performance, and dedication in support of the DLA Strategic Plan 2025-2030 and the DLA Energy’s mission during a visit to the agency at Fort Belvoir, Virginia on Feb. 21, 2025. Below are Harrison-Cobb’s significant contributions. Harrison-Cobb played a key role after the awards of the fuel services contracts for the Kirtland and Tinker Air Force Bases, two separate protests were concurrently filed at the Government Accountability Office (GAO). In addition to the two GAO protests, the unsuccessful offeror submitted three, concurrent small business status protests, challenging the Service-Disabled Veteran-Owned Small Business (SDVOSB) status or classification of the awardee under each of those two contracts (a third contract for Wright-Patterson AFB), which were subsequently submitted to the Small Business Administration (SBA), Office of Hearings and Appeals (OHA). She coordinated with the Bulk Fuel Supply Chain Services (FES) and Terminal Operations (FENC) divisions and led simultaneous efforts in drafting and assembling the Agency Reports (AR) in opposition to the GAO protests, as well as guiding the FES contracting team on the applicable regulations and required actions with respect to the SDVOSB status protests. After filing the AR for each GAO protest, the protester withdrew each GAO protest. Separate from the GAO protests, the OHA later dismissed the SBA status protests based on the findings on record. Ms. Harrison-Cobb’s leadership and counseling skills were pivotal in DLA Energy’s successful defense of each protest, which ultimately allowed DLA to complete its fuel services mission in support of the Warfighter at each of the Kirtland, Tinker, and Wright-Patterson AFBs.
