Julie D’Annunzio, an emergency response specialist for the U.S. Army Corps of Engineers Pittsburgh District, talks to regional emergency partners during a multi-agency tabletop exercise designed to fight against a flooding scenario she planned in Pittsburgh, March 4, 2025.
Emergency specialists from across western Pennsylvania participated in a flood response exercise led by the U.S. Army Corps of Engineers Pittsburgh District. The scenario simulated back-to-back hurricanes, causing historic-level flooding. For the first time, the exercise included multiagency partners to improve communication and coordination. Officials discussed emergency responses, resource sharing, and recovery efforts. The training highlighted the need for strong partnerships, as agencies must collaborate quickly during a crisis.
