Dr. Richard Spinrad, professor emeritus, Oregon State University.
From 2021 to 2025, Spinrad served as the 11th Administrator of the National Oceanic and Atmospheric Administration (NOAA), while also concurrently serving as Under Secretary of Commerce for Oceans and Atmosphere.
Spinrad is one of three engineers with ties to the Office of Naval Research who have been elected to the prestigious National Academy of Engineering (NAE) Class of 2025. NAE members are among the world’s most accomplished engineers from business, academia and government.
