Brig. Gen. Vincent A. Coglianese and Sgt. Maj. Scott R. Helms present Chief Warrant Officer 5 Reginald Howell on behalf of Camp Pendleton's Installation Personnel Administration Centers with an award for sustained superior performance at building 1160 here, June 21. The award signifies the units' efficiency by surpassing the Commandant of the Marine Corps' goal by attaining a 97 percent Unit Diary reporting timeliness rating. Coglianese is the base commanding general and regional authority for five military installations in the Southwestern United States and Helms is his senior enlisted advisor. Howell is the director for IPAC.
