    NAVAL STATION NORFOLK, Va. - The Joint Enabling Capabilities Command (JECC), headquartered in Norfolk, Va., deploys joint mission-tailored teams of highly trained, experienced joint planners, communicators and public affairs experts within hours of notification to provide capabilities to crisis and contingency operations worldwide. Due to the emergent nature of its mission, the JECC maintains high standards of readiness for both its active duty and Reserve component members. The JECC’s unique ability to deploy on short notice stems from the quality training JECC personnel receive and the ability of the command to consolidate pre-deployment requirements.

    Recently, the JECC Deployment, Administration, Readiness and Training (DART) team, who ensures JECC deployability standards are met, modified their internal processes to provide a more flexible, cost-effective means of preparing all JECC members in the Hampton Roads area for deployment. The JECC has leveraged the expertise of its members, built relationships with local military installations and provided more frequent training opportunities to effectively increase the deployability of JECC personnel.

    The JECC DART team consists of highly-experienced individuals who have recently validated their expertise by becoming instructor certified in specific deployability areas. By enhancing their knowledge base, the DART team solidified the in-house support they provide to meet theater-entry requirements including routine medical screening, pistol and rifle qualifications and familiarity in Self-Aid Buddy Care, nonlethal weapons training and Nuclear, Biological and Chemical procedures.

    This heightened level of expertise equips the DART team to adequately validate the JECC personnel’s proficiency in tactical skills and enhances the execution of mission-critical training. Additionally, this resident expertise enables the JECC to adapt training events to simulate scenarios similar to ones the deployers may face while supporting real-world deployments in high threat environments.

    “Having skilled trainers resident within the organization enables us to more efficiently and more rapidly deploy the best prepared teams to meet the combatant command’s demands,” said U.S. Air Force Col. Rick Watson, the Joint Planning Support Element Commander.

    To further expedite JECC readiness and create a smaller training footprint, the DART team has also built working relationships with local military installations. Previously, new personnel would travel to their Service-specific deployment centers to be outfitted for the necessary uniforms, gear and any additional training. Now, for the first time, all JECC members are trained using resources in the Hampton Roads area, which reduces time and funding needed to fully prepare JECC personnel.

    For example, the DART team coordinates with military training experts from Fort Eustis, Va., to use the Engagement Skills Trainer (EST) to build JECC personnel’s understanding of various weapon systems and increase marksmanship. This virtual weapons training tool provides JECC members hands-on and personalized training before qualifying at the live fire shooting range. The EST training has already demonstrated positive results, specifically in qualifying JECC members on the M-4 rifle and the M-9 pistol.

    “After six training iterations over the past three months, JECC personnel’s weapons and tactics training has evolved from 50 percent accuracy to 95 percent and we have had a decrease in the amount of JECC members that have to be retested,” said Mr. Donald Williams, a DART member who manages JECC deployability.

    Additionally, the JECC recently added the HUMVEE Egress Assistance Training to build JECC personnel’s familiarity with safely exiting a military vehicle by exercising rollover drills. This training, usually given to those deploying to an austere environment, prepares JECC personnel for deployment to any location and any situation they may face downrange.

    “The training we provide enables JECC personnel to deploy with the critical tactical awareness necessary to safely operate in austere environments and effectively complete their mission,” said Kevin Woodrum, another DART team member.

    Lastly, starting in January 2013, the DART team began facilitating a Newcomers Deployability Training each month which allows incoming members to complete all JECC deployability requirements within one week. In addition, the command also provides a monthly two-day refresher training to validate current JECC members’ ability to perform tactical combat procedures. This is a vast improvement over the previous process where JECC members would individually complete all necessary pre-deployment requirements which could take months.

    “It is our job to provide the necessary training to get JECC members prepared, deployed and into theater on short notice,” said Williams. “By facilitating more frequent tactical training opportunities, the JECC has significantly increased the readiness of its members and streamlined our process.”

    By realigning current capabilities, the JECC further consolidated the deployability training process and made significant improvements in the preparation of the JECC force for deployment. This refinement of the pre-deployment process has ensured that the JECC can rapidly deploy its personnel worldwide to more effectively and efficiently meet the requirements of the joint force commander.
