RHINE ORDNANCE BARRACKS, Germany - The change of responsibility is a simple, traditional event that is rich with symbolism and heritage. The responsibilities for training and the welfare of the Soldiers are passed from the outgoing senior enlisted of the unit to the incoming.

1st Sgt. William J. Coleman, a native of Centralia, Wash., assumed responsibility of the 773rd Civil Support Team, 7th Civil Support Command, from 1st Sgt. Jeremy A. Mann, a native of Calhoun, Ga., in a change of responsibility ceremony, Aug. 5.

As a symbol of his relinquishment of his duties and responsibilities Mann passed the unit guidon to Lt. Col. Leslie M. Dillard, 773rd CST commander and a native of Huntsville, Ala. Dillard then passed the guidon to Coleman, symbolizing the delegation of authority and entrusting him with the responsibilities of the unit.

Dillard then took to the podium and praised Mann for the outstanding job he had done over the last year. “As top dog you were running things,” said Dillard, “[and] I [was able to] do my business behind the scenes.”

“This team is yours,” Dillard said in her welcoming Coleman to the 773rd CST. “These are now your soldiers to shape and mold.”

Mann thanked all of the soldiers for the opportunity to lead them through the good times and the bad over the past 13 months while he was their first sergeant.

“Thank you and best of luck,” Mann said to the soldiers of the 773rd CST before he stepped away from the podium. “Be all that you can be and be the [non-commissioned officers] and leaders that I know you are.”

Mann will head to the U.S. Army Reserve Command at Fort Bragg, N.C., where he will serve as the homeland operations NCO.

Coleman is coming to the 773rd CST from Fort Belvoir, Va., where he served as a force management NCO within the Office of the Chief Army Reserve Force Management Directorate.

“I am very excited and humble to be given the opportunity to become the first sergeant of the 773rd Civil Support Team,” said Coleman.

“Becoming a first sergeant and having the opportunity to mentor and lead Soldiers of this level has been a career long goal which is now being realized,” Coleman added.
