    MARINE CORPS BASE QUANTICO, Va. - Two Blackhawk helicopters, transporting about a dozen interservice officers, flew over Camp Upshur’s tree line on Oct. 3, 2013, and descended onto the parade deck.

    The service members, representing the Joint Force Headquarters National Capital Region, debarked and headed into a conference room to begin their tour of the camp, one of Marine Corps Base Quantico’s remote training facilities.

    “One of our responsibilities is to provide the Department of Defense with Title 10 active duty support in the Washington, D.C., area,” said Col. Burton Shields, JFHQ NCR operations officer. “What we are doing here today is looking at Camp Upshur’s capabilities.”

    The visit began with a brief from Lt. Col. Stanley Sober, director and Capt. Tommie Williams, deputy director of the Reserve Support Unit.

    “The visit provided an opportunity to take a look at what our limitations and capabilities are, in the event they need to utilize Camp Upshur as a contingency location,” said Williams. “We are in an ideal location in terms of distance from Washington, D.C., so it’s a great fallback or staging position.”

    After reviewing a layout of the camp and answering a variety of questions that ranged from emergency response times and fuel storage capabilities to laundry services, the RSU leadership took their guests on a tour of the compound facilities.

    “This has been a great tour for us,” said Shields. “We [now] have a better understanding of what type of lodging capabilities, parking areas and other important logistical support [items are found here]. Most of us have never been here before so it’s really been fantastic for us.”

    Williams has a theory about why the visitors chose Camp Upshur.

    “I think Camp Upshur is unique in that we have a lot of space,” said Williams. “We are far from a large or densely populated area. The fact that they would even consider using this location is an indication that we’ve done a good job improving the capabilities here.”
