CAMP PHOENIX, Afghanistan – The task force charged with assisting the government of Afghanistan to strengthen the investigation, prosecution and detention of insurgent and terror-related threats has a new commander.

U.S. Army Brig. Gen. Mark S. Inch took command of Combined Joint Interagency Task Force 435 from U.S. Air Force Brig. Gen. Balan R. Ayyar in a ceremony here Oct. 17.

“When I first came to Afghanistan in 2003, and again in 2004 and 2006, I could not have envisioned this day, to see growing hope for a prosperous and peaceful Afghanistan, under the sovereign leadership of the Afghan Government,” said Inch. “A nation protected by the courageous soldiers of the Afghan National Army and the heroic servants of the Afghan justice sector. I am so pleased and honored to be here again to participate in and witness this great moment in the history of our two nations.”

Inch thanked Gen. Joseph F. Dunford, Jr., commander, International Security Assistance Force, who presided over the ceremony, for the trust and confidence he placed in the new leadership team. Army Brig. Gen. Patrick J. Reinert and Army Command Sgt. Maj. Gary J. Fowler accepted new leadership roles as deputy commander and senior enlisted leader, respectively.

Inch said the men and women of CJIATF 435 would continue to give their all in assisting their Afghan partners.

“We commit our CJIATF 435 team to support the vision of establishing an Afghan National Security Justice Center at Parwan, capable of holding Afghanistan’s most dangerous internal and external security threats,” said Inch. “We will continue to train, advise, and assist our Afghan partners, as they demonstrate daily, just and humane confinement and incarceration, above reproach, and at recognized international standards.”

The command is in good hands, said Ayyar.
“While we have made extraordinary progress, I’m convinced that the most important time for this command is ahead – and we have the best team imaginable, ascending to meet that challenge,” said Ayyar. “I will be cheering their success.”

CJIATF 435’s mission is to train, advise, and assist the Afghan national security justice sector, provide humane care and custody of third country national Law of Armed Conflict detainees, and to conduct retrograde, in order to strengthen Afghan Rule of Law and prepare the Afghan government and coalition forces for Resolute Support Mission.
