    Joint Enabling Capabilities Command

    NAVAL STATION NORFOLK, Va. – From Oct. 28 - Nov. 8, the Joint Enabling Capabilities Command hosted its first JECC Planners Course in the command’s newest training facility in Norfolk, Va. On a quarterly basis, the JECC hosts this two-week training course which familiarizes JECC personnel with the Joint Operation Planning Process and prepares them for joint task force headquarters operations. The new JECCPC training facility was recently constructed to complement the mission-critical training course and enhance the overall training experience.

    The JECC’s ability to rapidly deploy mission-tailored teams from its integrated active duty and Reserve components is largely due to the high quality training all members receive during the JECCPC. This training course, grounded in joint doctrine, combines instruction with group practical exercises to illustrate the most effective application of JOPP in mission analysis, course of action development and orders writing.

    Although this course has previously been conducted at a number of different facilities in and around JECC headquarters, the JECC recently renovated a portion of its building to ensure the command could efficiently and effectively host the JECCPC. The JECC transformed approximately 7,000-square feet of vacant warehouse space into a fully operational training facility.

    Working closely with the Naval Facilities Engineering Command – Mid-Atlantic (NAVFAC), the JECC built out and furnished the newly renovated multi-purpose room in just under four months. The open-floor layout was specifically designed with the JECCPC in mind and includes portable chairs and tables to accommodate 48 work stations and two additional breakout rooms. Overall, the new facility has enhanced the training environment by providing adequate space to facilitate the JECCPC without interrupting daily operations within the command. The facility is also ideal for the pre-deployment phase of real world rapid deployments to emerging crises in the geographic combatant commands.

    The new training facility provides an academic environment better suited to the style of the JECCPC and offers versatility to change the room setup when necessary. The interactive nature of the course includes practical exercises where the students are placed into several operational planning teams (OPT) similar to what might be required when working within a JTF HQ. These realistic training exercises illustrate the cross-functional relations within a JTF HQ and emphasize the importance of collaboration.

    “I have supported the past six iterations of the course and this JECCPC had the best discussions and products as the students worked within the OPTs and across the OPTs to meet their objectives,” said JECCPC lead facilitator, Mr. Bart Sloat. “I believe the new facilities have helped make that possible.”

    The additional breakout rooms in the new training facility also provided an ideal setting for the JECCPC students to assemble their OPTs and work through the group portions of the course.

    “The new training facility helped us facilitate the OPTs and provided the necessary tools for us to build relationships and get everyone on the same sheet of music,” said U.S. Navy Capt. Don Sheehan, a new JPSE member who served as an OPT lead during the JECCPC.

    Due to its location within JECC headquarters, the new training facility also provided a more convenient means for JECC leadership to participate in the course, enhancing the JECCPC’s realistic training environment. The level of support from JECC leaders demonstrates the importance the command places on this course to fully prepare personnel for future mission requirements.

    "The new training facility increases the JECC's ability to efficiently train our people; there is less transit time. Readiness is our business and rigorous training is a major determinant of readiness for operations.” said Mr. Chris Shepherd, the JECC Executive Director. “It also allows our leadership to actively participate throughout the entire two-week course which has a direct benefit for students.”

    The JECCPC offers an opportunity for students to gain experience briefing senior leaders, which is a likely scenario during a real-world operation. During each iteration of the JECCPC, JECC leaders at the flag or general officer-level serve as the JTF Commander to convey guidance and expectations and demonstrate how the students are actively involved in each part of the commander’s decision-making process.

    “Outside of this course, I have never seen senior leaders as involved throughout a training course,” said Sheehan. “The JECC leadership’s accessibility and willingness to join us in the new facility and take time of out of their schedule was a pure benefit and a huge value to both the learning process and the overall course.”

    The new training facility improves the JECCPC training environment, offering an academic setting within the command’s headquarters. The JECC continues to ensure its personnel are fully prepared to meet mission requirements and the newly renovated space improves the JECC’s ability to efficiently and effectively train its personnel.
