    PORT HUENEME, Calif. - For the second consecutive year Naval Mobile Construction Battalion 4 has been awarded the Battle Efficiency award for best of type in the Pacific fleet.

    The award, commonly known as the Battle "E," is presented annually to the most outstanding active and reserve NMCB from each of the fleets. The purpose of the award is to recognize outstanding operational performance, attainment of the highest level of proficiency in battle skills and contingency mission readiness, and excellence and innovation in other critical programs during the evaluation period.

    In a message sent from Rear Adm. Frank Morneau, Commander Navy Expeditionary Combat Command, he noted the many accomplishments of NMCB 4 during fiscal year 2013.

    “You displayed tremendous dedication during an arduous deployment across three geographic combatant commanders and one functional combatant commander, and in planning and executing your homeport training and projects,” said Morneau. “Your superior logistics, supply, and equipment management clearly set the standards of [Construction Engineering Support Equipment] readiness for others to emulate.”

    “You demonstrated exceptional flexibility, innovation, and responsiveness through planning, logistics, mobility, and contingency construction operations on three continents and in 27 countries,” said Morneau. “You provided vital engineering support as you showcased a broad spectrum of conventional and contingency construction. You successfully executed numerous high-priority, high-visibility counterinsurgency projects, while maintaining effective command and control and logistics support for 89 projects.”

    “Throughout a challenging year, you have consistently and unequivocally proven your commitment to excellence and epitomized the Seabee can do spirit. Congratulations on a job well done,” said Morneau.

    This marked the fifteenth overall Battle "E" for NMCB 4, more than any other active or reserve NMCB. In a statement to all hands Cmdr. Jeff Kilian, commanding officer, lauded the accomplishments of the team.

    “This recognition is the result of your outstanding performance, high level of professionalism, and tireless dedication,” said Kilian. “I am proud of each and every one of you and grateful for the support of your families and loved ones. You are awesome. You always lead from the front and continue to set the standard for Naval Construction Force operations.”
