SLOAN, Nev. – Lt. Col. Debra A. Cisney, a resident of Manassas, Va., assumed command of the 63rd Brigade Support Battalion from Lt. Col. (P) Robyn Hamasaki, who had led the battalion for two and a half years, in a change of command ceremony at the U.S. Army Reserve Center in Sloan, Nev., March 9.
Cisney, a native of Illinois, graduated from the Illinois Military Academy in 1990 with a commission in ordnance. During 32 years of service, she has served in the active Army, Illinois Army National Guard and Army Reserve in noncommissioned officer and officer positions.
“It is quite an honor to take command of this battalion,” said Cisney. “Col. Hamasaki stood this unit up two and a half years ago and I want to continue the mission.”
More than 180 personnel, including 20 guests, sat in attendance during the ceremony at the Reserve center. The guests were happy and the battalion was supportive.
The ceremony began with the traditional ceremonial pageantry. The standing unit was summoned to order arms. The audience stood for the presentation of the colors and honors, and the unit was brought to present arms, then to parade rest. Then, the official party made an inspection of the troops. These displays of uniformity were executed with discipline and precision.
Col. Low, who presided over the ceremony, thanked everyone present, especially the soldiers of the battalion for their contribution to the command.
Cisney was enthusiastic and energized as she accepted the 63rd BSB command. She thanked the soldiers and distinguished visitors for their presence.
“I feel that my main job will be to make sure that this unit becomes a fully mission capable battalion,” said Cisney. “I’d like to think of myself as the conductor and together we will make a beautiful symphony.”
The core of the ceremony was the formal transfer of authority and responsibility. Command Sgt. Maj. John Harr, the command sergeant major of the 63rd BSB, who is the keeper of the colors, passed the colors to outgoing commander Hamasaki. She then passed the colors to the representative of the higher command, Low, symbolizing the relinquishment of her command. The higher commander then delivered the colors to Cisney. Finally, the new commander passed the colors back to the command sergeant major, who is charged with protecting it. At the end of the ceremony, the commander of the higher command ordered the new battalion commander to take charge of her battalion.
The 63rd Brigade Support Battalion officially conducted its activation ceremony October, 21 2012 at Nellis Air Force Base in Las Vegas. The 63rd BSB is one of three U.S. Army Reserve units that are structured to support the Maneuver Enhancement Brigades with all classes of supply, field maintenance and transportation in a constantly changing environment. The battalion support can rapidly mobilize and deploy anywhere in the world and provide sustained logistical support to organic units that occupy the MEB theatre of operation.
