CAMP PENDLETON, Calif. – Service members from the U.S. Army, Navy and Marine Corps set up the infrastructure for operations during the Quartermaster Liquid Logistics Exercise 2014, here.

QLLEX 2014 is a joint forces annual training opportunity at eight locations across the continental United States where 64 units will deliver more than 3.25 million gallons of petroleum and produce 479,000 gallons of water. The exercise is designed to provide a realistic working environment for troops, as well as challenge and develop the battalion's staff military-decision-making skills.

Operations are being conducted here, Fort Bragg, North Carolina, Fort A.P. Hill, Virginia, and Joint Base Lewis-McChord, Washington, from June 8 and scheduled to end on June 19.

The 418th Quartermaster Battalion, an Army Reserve unit from Tucson, Arizona, is overseeing operations here, ensuring that every unit has adequate resources to complete their missions, said Capt. James L. Davis, executive officer of the 418th.

U.S. Army 1017th Quartermaster Company, based here, and Marine Corps 6th Engineering Battalion, C Company, of Phoenix, are setting up fuel stations scheduled to deliver JP8, petroleum-based liquid fuel used for ground vehicles and equipment.

Sgt. Evan Garvey, a Marine from C Company, is the noncommissioned officer in charge of a fuel farm his unit has constructed alongside one constructed by the Army.

“QLLEX is the closest thing to feeling like a deployment since I got back from Iraq five years ago,” said Garvey. “Setting up equipment and dispensing actual fuel in the field is an opportunity that Reservists don’t get often.”

Army Sgt. Chancy Clark, a fuel supply specialist with the 1017th, said it is an important learning experience to train with the equipment in a realistic setting. Clark is a native of Washington, D.C.

These fuel farms are located at the main outpost known as “Sierra” a place most of the troops participating in QLLEX here, will call home. A home where the motor pool has a various vehicles lined up and ready to retrieve and deliver water and fuel.

Additionally; laundry, shower and dining facility services are already operational. The water for these operations is being produced by troops at a coastal operation on Red Beach, here.

The 288th Quartermaster Company, Victoria, Texas, is extracting ocean water directly from the Pacific Ocean and purifying it into potable water said, William R. King, a water treatment specialist from the 288th.

The water is then checked by medical professionals to ensure quality. Army Capt. Seth C. Britch, from the 342nd Preventative Medicine Detachment, is overseeing preventive medicine support for all of QLLEX.

“Our primary mission in this particular circumstance is to ensure the quality of the drinking water,” said Britch, “We ensure the quality of drinking water at every level, from certifying the pumps, hoses and containers used at purification sites all the way to providing guidance to the individual Soldier to maintaining a clean, safe canteen.”

The petroleum fuel used during QLLEX is also under strict quality tests. Soldiers and Marines have set up three mobile chemical labs to test the fuel quality.

Marine Lance Cpl. Andrew R. Buntin, a bulk fuel specialist from C Company, said that his unit generally only receives and dispenses fuel, and so training with Soldiers at QLLEX is an opportunity to learn about fuel testing procedures.

With the infrastructure in place here, liquid logistics specialists from different branches of the military can continue working and learning together to complete their missions; QLLEX 2014 is off to a fun-fueled start.
