    PEARL HARBOR, Hawaii – In the month of November, the Center for Excellence in Disaster Management and Humanitarian Assistance participated in five multi-agency events in support of civil-military coordination in disaster preparedness in the Asia-Pacific.

    Joyce Blanchard, a DMHA adviser, and Monique Wheeler, an assessment analyst, attended the Vietnam Disaster Management Working Group in Hanoi, Vietnam, Nov. 17-21.

    The Office of Defense Cooperation (ODC), U.S. Embassy, Hanoi, hosted the event in cooperation with the U.S. Agency for International Development, U.S. Office of Foreign Disaster Assistance, the Vietnam National Search and Rescue Committee, the U.S. State Partnership Program, Defense Threat Reduction Agency, Naval Postgraduate School, and CFE-DMHA, to define the scope and purpose of their abilities and processes to assist with the synchronization of Department of Defense (DOD) DMHA engagement activities in Vietnam.

    “This event encouraged core members of the synchronization working group to find ways to improve coordination and collaboration among DOD stakeholders,” said Blanchard. “Meetings and discussions held were invaluable to the development of recommendations for the way-ahead of the groups mandate to assist and advise ODC Vietnam on DMHA synchronization purpose and processes.”

    Blanchard and Wheeler contributed to the event by creating an All Partners Access Network community of interest for online collaboration and information sharing during and after the working group, and Wheeler conducted a lessons-learned inquiry to help tailor future U.S. HADR events in Vietnam.

    The center will participate in many of the events scheduled over the next five years, and will lead an HADR tabletop exercise in 2016.

    Lloyd Puckett, a chemical, biological, radiological and nuclear (CBRN) analyst for the center, aided in development and facilitation of a Terrorism and Proliferation of Weapons of Mass Destruction (WMD) course at Camp Smith, Hawaii, Nov. 19-20. The Joint Requirements Office for CBRN Defense mobile training team conducted the two-day course to instruct participants on the evolution of combating WMD policies, the DOD strategy to counter WMD, operational doctrine for combating and countering WMD, and international agreements addressing these issues.

    "This training provides education in the strategic and operational employment of the force in conjunction with other instruments of national power,” said Steve Nutter, CBRN defense mobile training team instructor, Joint Requirements Office for CBRN Defense. “The course is designed to allow students to share their strengths and experiences with each other to better understand how CWMD reaches all functional areas."

    In attendance were CBRN representatives from Marine Forces Pacific, Pacific Air Forces, Pacific Fleet, Joint Intelligence Operations Center, Special Operations Command Pacific, and U.S. Pacific Command.

    This is the second CBRN event facilitated by CFE-DMHA in 2014. The previous engagement was the Joint Combating WMD Planners Course held in July.

    Additional staff members from CFE-DMHA attended multiple bilateral defense discussions, including talks with officials from Bangladesh and Indonesia, to discuss U.S. support of humanitarian assistance and disaster preparedness.
