DAR ES SALAAM, Tanzania – Securing a good foundation of intelligence knowledge is vital to the success of any organization and extremely important to the Tanzanian People’s Defence Force.
In coordination with the in-country support of Combined Joint Task Force-Horn of Africa and U.S. Africa Command, the Naval Facilities Engineering Command is creating these stepping stones by funding the completion of the Tanzania Defence Intelligence College, Dec. 3, 2014.
“We are creating a sole-source learning environment for the Tanzania People’s Defence Force Intelligence branch and the intent is to promote education and information sharing with other agencies” said Jason Manus, supervising project manager for the naval facilities engineering command contingency engineering business line. “The CJTF-HOA country engineers provide construction management and technical support locally from Djibouti while NAVFAC provides project management and oversight from Naples, Italy.”
According to Manus, the project is unique to NAVFAC, as the host nation has already completed 61 percent of the facility’s construction and and 100 percent of its electrical infrastructure. The project now seeks to complete the 35,000 square foot facility as designed by the host nation architect and engineering team.
The project liaison officer for the Tanzania People’s Defence Force, Maj. Masoud Msangi, said that, once fully completed, the facility will be used to offer state-of-the-art intelligence training to both Tanzanian students as well as those from foreign militaries.
“The intelligence branch is the eyes and ears for any country,” said Msangi. “I hope that the completion of TDIC will help the Tanzania Defence Forces to move on to the next level in terms of defense capability and continue to build partnerships between all nations involved. I believe this project will cement the relationship between Tanzania and U.S.”
According to Marissa Maurer, U.S. Embassy Tanzania public affairs officer, building and solidifying a partnership between Tanzania and the U.S. vital to the successes of both nations. These successes will allow a regional security to Tanzania and other African partner’s capabilities to protect their communities.
“The United States and Tanzania have a deep partnership characterized by mutual respect and interests, shared values, and aspirations for a more peaceful and prosperous future,” said Maurer. “We support Tanzania’s contributions to regional security and development to provide the capability to deal with internal and external threats.”
