    U.S. Army Career Program 26

    WASHINGTON - How Army manpower and force managers will help shape the future force was the topic of discussion during the Manpower Forum hosted by the Career Program 26 – Manpower and Force Management Proponency Office at the Pentagon, May 19.

    “The Manpower Forum was an excellent opportunity for the senior leaders to discuss Army-wide issues and to exchange perspectives between the various commands. Each has a role to play in solving the Army's problem,” said Dr. Robert Steinrauf, director, Plans and Resources, Headquarters, Army G-1. “Given a common understanding of the challenges across the Army, the manpower and force managers can provide more informed, better integrated solutions to the Army's senior leaders.”

    More than 10 leaders in the career field met to address many topics, including the Fiscal Year 2017-2021 Program Objective Memorandum and allowed those invested in the Manpower and Force Management career field to share ideas and best practices with one another.

    “The Manpower Forum was a great vehicle for force managers to generate organic dialogue and fostered an environment for force managers in the field to interact with senior Army headquarters personnel who have the ability to impact policy,” said Dr. Ayanna D. Lenard, management analyst, Army G-1, Manpower Policy, Plans and Programs Division. “Participating in the forum provided individuals an opportunity to take part in creating synergy through a collective discussion regarding concerns facing the manpower community."

    One major topic of discussion was on the update of Army Regulation 570-4 (Manpower Management), which was last updated in 2006. The new update aims at streamlining and separating the policies from the procedures, in order to give force managers latitude to deal with the various nuances of the job.

    “AR 570-4 is one of the go to documents for the CP26 community. Although it is not the only guidance for conducting manpower management, AR 570-4, provides planning, programming, budgeting and execution policies related to manpower management,” said Lenard, who is leading the revision. “Various processes and the manner in which we do business have changed making this update critical. During this process, we must think about current systems and processes as well as acquire a strategic lens on how we structure it. As we conduct a substantive review of AR 570-4, subject matter experts from the headquarters level as well as the field will be able to have a voice in shaping its direction.”

    The Manpower Forum was developed by the CP26 Proponency Office as a way to share ideas and gain insights about the career program as well as identifying ways to make the program stronger.

    “This is a time where many organizations are called to do more with fewer resources. As we draw down in our force structure, it is imperative that force managers come together to strategically discuss how we can creatively accomplish the mission in an ever changing environment,” said Lenard. “In this day and age, a ‘cookie-cutter’ approach to manpower is the wrong answer and will not suffice in addressing diverse manpower issues. Force managers have an opportunity to be on the cutting edge of developing innovative approaches to how we do business in the manpower area.”
