    FORWARD OPERATING BASE KALSU, Iraq – A change of command ceremony for Headquarters and Headquarters Company, 703rd Brigade Support Battalion, 4th Brigade Combat Team, 3rd Infantry Division, was held March 1 at Forward Operating Base Kalsu, Iraq.

    Capt. Cecil D. Stinnie, from Charlottesville, Va., handed over command of HHC, 703rd BSB, after 16 months of command to Capt. Joseph Anthony, a six-year veteran of the battalion. Anthony begins his second straight command after leaving Company F, 703rd BSB at Forward Operating Base Iskan, Iraq, in early February.

    For Stinnie, commanding HHC, 703rd BSB marked the third time in a row he was chosen to command. Stinnie first joined the 703rd (then Main) Support Battalion as a lieutenant in May 2002 and deployed with the battalion to Operation Iraqi Freedom I. After graduating from the Captain's Career Course, Stinnie rejoined the unit in time for OIF III, where he commanded an area support company.

    Immediately following the company's deactivation, Stinnie took command of a brigade maintenance company. In November 2006, Stinnie took command of HHC, 703rd BSB.

    Stinnie will make the unusual transition from commander of HHC to one of its Soldiers when he assumes the role of FOB Kalsu mayor later this year.

    "I love being down there with the Soldiers," Stinnie said. "I wouldn't want to be anywhere else."
