ST. CROIX, Virgin Islands - Virgin Islands Governor Kenneth E. Mapp hosted an official promotion and pinning ceremony for Virgin Islands National Guard Adjutant General Brig. Gen. (VI) Deborah Y. Howell at Government House on St. Croix, Nov. 20, 2015.
The ceremony was held in a room filled to capacity with family, friends, government officials and VING staff to formally recognize Howell as the adjutant general of the Virgin Islands, and as an Army general officer within the territory.
Brig. Gen. (VI) Howell appointed by Mapp to serve as adjutant general of the Virgin Islands on July 20, 2015, holds the distinct honor of being the first female to do so.
During her remarks, Howell proceeded to thank her supporters and touched on the importance of the National Guard and the ever-changing military landscape.
“The military is transitioning,” said Howell. “We’re at a crossroads where we’re balancing budget and our forces.”
“I’m going to remain an advocate as we look at the future for the Army, and give my best estimate as to how the Virgin Islands National Guard should look in the next 20 years,” she added.
Gov. Mapp concluded the ceremony with his remarks congratulating and praising Howell on this milestone.
“General Howell I will become one of your strongest advocates,” said Mapp “Brigadier General Howell I welcome you on board to lead this charge. We look forward for your direction.”
Howell is the 14th adjutant general of the Virgin Islands. She retired in 2010 after 32 years of service in the Virgin Islands Army National Guard.
