    INDIANAPOLIS - First of all I would like to congratulate the Commander of the 373rd QM BN, Lt. Col. James Smith for his recent completion of the Army Readiness Assessment Program! Lt. Col. Smith was presented their certificate of completion dated March 7, 2016.
    For those of you who are not familiar with the Army Readiness Assessment Program (ARAP), it is a closed-loop system of unit measurement, improvement, and re-evaluation for battalion level organizations. The Combat Readiness Center (CRC) developed the program for battalion commanders to address the root causes of accidental loss by focusing on organizational climate and culture. It is mandatory that battalions enroll in ARAP in conjunction with their changes of command.
    Within 90 days of a change of command the new battalion commander administers a web-based unit assessment that takes about 10 minutes per person to complete. The assessment captures unit posture on command and control, standards of performance, accountability, and risk management. After a confidential debrief from a CRC expert, battalion commanders brief their higher chain of command on key results, their intended course of action, and where they need assistance. At mid-tour, or twelve months, in command, the commander checks unit progress against initial results through a second assessment.
    Battalions can enroll by logging on to https://arap.safety.army.mil/ for registration instructions.
    When implemented correctly, this metric-based, leader-centric, action-oriented program will improve units’ readiness and preserve their combat power. The expectation is that this program will markedly reduce preventable losses throughout the Army.
    In addition battalions are eligible to receive the Army Safety Excellence Streamer if they: 1) complete 12 consecutive months without experiencing a Soldier/unit at fault Class A or B accident; 2) have 100% completion of CRM training, and; 3) completed the Army Readiness Assessment Program within the last 24 months at the time of submission for the streamer. Nominations will be submitted through the unit’s chain of command to appropriate level of command for screening, verification, and approval.
