KABUL, Afghanistan – Lawrence D. Pacheco of Buena Park, CA was promoted to U.S. Navy Senior Chief Petty Officer here today at a ceremony at Resolute Support Headquarters. Senior Chief Petty Officers hold the paygrade of E-8, the second-highest enlisted rank in the U.S. military.
Pacheco is a hospital corpsman and member of Field Medical Training Battalion – West out of Camp Pendleton, CA deployed to Afghanistan for a year. He was promoted by Capt. Belinda Heerwagen, the most senior Sailor on Resolute Support, and Petty Officer 3rd Class Brandon Cox, the most junior.
“Opportunity is everywhere,” Pacheco said during the ceremony. “No matter where you came from, or what occurred in your past, it is up to you to shape the future you want to live. Never forget where you came from,” he added.
Expeditionary Combat Readiness Center – Forward officer-in-charge Capt. Bill Bullard and Command Master Chief Bill Sherman traveled from Qatar for the ceremony. Sherman was a featured speaker.
“This is a momentous occasion,” Sherman, the senior Navy enlisted leader for all forward deployed Sailors in Afghanistan said during the ceremony. “When a Sailor is promoted to Chief that is a pinnacle moment in their career. But when they are selected for Senior Chief, now they are promoted based on his or her sustained proven leadership and qualities as a leader, mentor and Sailor.”
Pacheco works as a liaison officer for the Patient Evacuation Coordination Cell, part of the Resolute Support command. He identifies, tracks and initiates helicopter borne medical evacuations for 33 partnered nations and Afghan National Defense Security Forces. The shop acts at the 911 emergency service for all medical evacuations in Afghanistan.
“This promotion tells everyone that Senior Chief Pacheco is among the most capable Navy senior enlisted leaders,” Bullard added. “It says that he can and he will do more and greater things. It will be of huge benefit to the Navy community here in Afghanistan, the directorate he works in, our sister services and coalition partners.”
NATO's Resolute Support Mission is a key component to the international community's engagement in Afghanistan, assisting Afghan authorities in providing security and stability, while creating the conditions for reconstruction and development. Of the nearly 2,500 multi-national personnel at Camp Resolute Support, approximately 70 are U.S. Navy.
