    SCOTT AIR FORCE BASE, Illinois (July 27, 2016) – Bruce A. Busler, Executive Director of the Military Surface Deployment and Distribution Command’s Transportation Engineering Agency was presented with the 2015 Presidential Rank Award (PRA), Meritorious Executive, during a ceremony conducted in the Seay Auditorium here yesterday.

    Air Force Gen. Darren McDew, commander of U.S. Transportation Command, presented the award.

    Busler, who is dual-hatted as the Director of USTRANSCOM’s Joint Distribution Process Analysis Center, was selected by President Obama as one of only six Department of the Army recipients of the award.

    “I am honored to stand here and recognize probably one of the smartest humans I know,” said McDew. “Bruce Busler is a national treasure.”

    The PRA is the most prestigious recognition afforded to career executives and senior professionals in the federal government. The awardees were nominated by their agency, evaluated through boards of private citizens, and then approved by the President of the United States.

    Speaking during a Pentagon ceremony last year, former Undersecretary of the Army Brad R. Carson explained that "the selection process for the (Presidential Rank) Awards is rigorous. The awardees are an elite group of professionals who have demonstrated the highest level of strength and integrity, and provided exceptional service over an extended period. Recipients must have demonstrated success in balancing the needs and perspectives of customers, stakeholders and employees in achieving unique organizational results."

    There are two categories of the Presidential Rank Award - Distinguished Rank Recipients and Meritorious Rank Recipients.

    Busler's selection as a Meritorious Executive recognizes his exceptional support to the Department of Defense for all transportation engineering policies and strategies, including programs for national defense such as defense access roads, highways, and seaports.

    Acknowledging his workforce, Busler said “I have the privilege to be the director of this great organization, and it’s all of the folks out here – the broader team – that really allows us to thrive. I’m really grateful for the opportunity to be doing the great things we’re doing for the Department of Defense.”

    Busler was joined at the ceremony by his wife Sue, daughter Rebecca Westrate, and mother-in-law Agnes Timmons.

    The PRA was initially established under the Civil Service Reform Act of 1978 to recognize a select group of career members of the Senior Executive Service for exceptional performance over an extended period of time. Later, the PRA statute was amended to extend eligibility to senior career employees with a sustained record of exceptional professional, technical, and/or scientific achievement recognized on a national or international level.
