    A “Total Force” to be reckoned with

    WASHINGTON -- “As the senior leader of America’s Army Reserve, I have a responsibility to make sure we are building, sustaining and leading the most capable, combat-ready and lethal Reserve force America has ever seen – period.”

    LTG Charles D. Luckey, chief of Army Reserve and commanding general, U.S. Army Reserve Command, stated his mission and vision in a crowded room of service members and civilians at the 2016 Association of the U.S. Army (AUSA) National Convention.

    Luckey shared the dais with four of the nine Army Service Component Commanders, highlighting a mutual commitment to leveraging ready Army Reserve Soldiers in support of requirements across the globe.

    “We have a capability in place to make sure ASCC requirements are being articulated in a way that we [Army Reserve] can action, serving the needs of ASCC commanders around the world,” Luckey said.

    The Army Reserve maintains technical and tactical experts who provide direct staff planning support to Army Service Component Commands. Army Reserve Engagement Cells, along with smaller team elements, help integrate Army Reserve capabilities in combatant command- and corps-level plans across operational functions. Together, they provide combatant commanders with versatile, tailored, responsive and consistently available military capabilities for planned and emerging missions.

    GEN Robert B. Brown, commanding general, U.S. Army Pacific stressed the “Total Army effort” essential to deterring threats. “Every single major exercise has the total force in it…Active, Guard, Reserve.”

    The Army achieves a cost-efficient balance by using the strengths and capabilities of each component, providing a necessary base of trained, equipped and ready Soldiers, leaders and units from which they may draw upon when needed. A ready and operational Army Reserve also provides critical early entry and set the theater capabilities.

    “We are moving from coordination to integration. That’s a positive change,” said Brown. “Since we train as we fight, there are more joint training exercises being planned for the future, integrating all three Army components.”

    That training, coupled with relevant civilian-acquired skills reflecting a broad range of unique capabilities, provide the total force with the decisive edge needed in today’s threat environment.

    The Army Reserve’s commitment to readiness and integration is a priority for the Army’s top leadership. “It is our responsibility to be there for the Army, with whatever the Army needs to win America’s wars,” Luckey concluded.

    Army Reserve Soldiers have been mobilized across the globe more than 335,000 times since 2001. Today, with over 200,000 Soldiers and civilians, America’s Federal Reserve Force stands ready to support and defend against all threats to our Nation and its allies.
