FORWARD OPERATING BASE KALSU, Iraq – Key Iraqi officials came together, July 2, to discuss the placement of four water treatment facilities in an effort to improve water in the Babil Province.

Babil Province Deputy General of Water Saad Abdul Ameer, and water directors from Iskandariyah and Musayyib, along with representatives from 4th Brigade Combat Team, 3rd Infantry Division and the U.S. Army Corps of Engineers, met to discuss proposed locations and construction of the four large water treatment facilities.

The meeting allowed everyone to help in the decision-making process.

"The meeting was a success," said Lt. Col. Michael Darrow, deputy district commander with the Corps of Engineers. "It allows everyone at the meeting to agree, so in the end, when (all the construction) is finished, it is exactly what they needed and wanted."

The future facilities will be located in Khidhr, Abu Shemsi, Iskandariyah and Muella. Each city was chosen based on the need of the city for a facility and the availability of water in each.

The facilities, which will be managed by USACE with coordination through the Government of Iraq, will be built by local contractors.

Much of the local population is affected by the water being unclean and unsafe, said Maj. Chris Dowling, commander of Company B, 415th Civil Affairs, attached to 4th BCT.

"With the insufficient amount of water, it is causing an escalation of health problems," Dowling said.

More than 1,000 families will be affected by each of the water treatment facilities in the four areas.

"The (facilities) will bring clean and reliable drinking water to the four separate communities," Darrow said.

The projects were funded by the Iraqi Commanders Emergency Response Program, which enables coalition forces to carry out programs that will immediately assist the population, such as food, water and sanitation projects.

After completion, Iraqis from that selected area will operate and maintain the water treatment facilities.
