Billingsley is the son of Kenneth and Grace Scott, Adamsville, AL. He has been in the Navy for more than 15 years and he earned the rank of Chief Petty Officer in only 11 years. As a young Chief, he has earned three Navy and Marine Corps Achievement Medals, two Navy Commendation Medals, five Good Conduct Medals and numerous accolades.
Lt. Cmdr. George Harris, TSCHR Information Technologies, was the honorary reenlisting officer. Billingsley is currently the Facilities Departmental Leading Chief Petty Officer for Training Support Center Hampton Roads, Dam Neck Site.
“This reenlistment means a lot to me, I never thought in a million years I would be where I am at today in my life. As a young child I can recall my Mother saying to me your attitude determines your altitude in life, I never knew what that meant until later on and now that I know what that entails I take it with me everywhere I go,” said Billingsley. “There is a bible verse that I have cherished throughout my life and it says ‘When I was a child, I spoke as a child, I understood as a child, I thought as a child, but when I became a man, I put away childish things’ (I CORINTHIANS 13:11). So with that being said, I would just like to thank God who has carried a little boy from Birmingham Alabama to make him a man in Hampton Roads Virginia for these 15 years, I would also like to thank my beautiful wife Juanita and my kids who have been nothing more than amazing throughout this journey.”
