PORT HUENEME, Calif.—Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) hosted a modeling and simulation (M&S) in test and evaluation (T&E) technical exchange workshop at the command’s main campus, May 2-4.
This event provided the forum to exchange best practices ideas, discuss lessons learned collaboratively amongst the participants, and to create strategic plans for M&S in the T&E environment.
Visitors from the Naval Sea Systems Command (NAVSEA), various program office sponsors, and industry representatives participated in the exchange workshop, which follows a recent cybersecurity T&E forum also held at the command.
Opening remarks were given by Mr. Michael Roberts. Roberts serves as Director of Development and Integration at Program Executive Office, Integrated Warfare Systems (PEO IWS) and facilitates the execution of effective systems engineering processes for development, integration and testing of surface combat systems.
“This year we’re refocusing more on tangible plans and actions to improve IWS M&S in T&E,” said Marcos Gonzalez, T&E director, NSWC PHD Engineering and Test Office. “Specifically, on topics like ground-truth data reporting from live test time and targets, target characterization, validation, debris representation and integrated combat systems data analysis.”
Plans of action were developed and discussed at the exchange meeting during each daily “hot wash,” where action items were assigned and processes were reevaluated.
According to Dr. Stargel Doane, a researcher for Commander Operational Test and Evaluation Force (COTF), “In the coming years programs will be relying heavily on M&S to answer key performance questions and reduce overall development time and cost.” Doane presented an overview of new guidance on the validation of models and simulations used in operational test and live-fire assessments and the application of statistical design of experiment methodologies.
NSWC PHD M&S Community of Practice (CoP) has spearheaded and led the M&S in T&E workshop since 2000. The M&S CoP fosters collaboration and sharing of knowledge on M&S related efforts through high velocity learning, a foundational line-of-effort in Chief of Naval Operations (CNO) Adm. John M. Richardson’s “A Design for Maintaining Maritime Superiority.”
