ENOGERRA, Australia— Following the lead of their Australian partner, First Corps incorporated the Women, Peace and Security program into Talisman Saber 17.
“Women, Peace and Security is a program that increases operational effectiveness by helping commanders see the whole picture [in terms of population] and make informed decisions,” said Master Sgt. Vince Lowery, a civil affairs noncommissioned officer, with Civil Affairs, First Corps.
Women, Peace and Security is a program that supports United Nations Security Council Resolution 1325. This resolution works to incorporate gender perspective and analysis into operational planning of both combat and humanitarian missions.
“Population is part of terrain,” said Lowery. “If we ignore that, we ignore part of the fight.”
The program is lead by the Peacekeeping and Stability Operation Institute at the U.S. Army War College. They work to educate and train soldiers about the program. According to PKSOI, being aware of gender in a combat environment helps to increase situational awareness, avoid misconceptions about the local population, and improves security for all.
Australians incorporated Women, Peace and Security into Talisman Sabre 15. Since then, U.S. forces have been incorporating it more and more into real world operations.
“Research shows that involving the other half of the population in discussions helps secure peace faster, and that peace lasts longer,” said Elizabeth Lape, Deputy for Individual Training and Learning, U.S. Joint Chiefs of Staff Training Directorate.
PKSOI conducts research that often looks at gender perspective. This assesses gender-based difference of women and men reflected in their social roles and interactions. This is instrumental in analyzing gender dynamics within the civilian population.
“Gender analysis looks at the local civilian population in terms of men, boys, women, and girls,” said Lowery. “This helps commanders get a better understanding of how the fight affects them. “
Women, Peace and Security being incorporated into Talisman Saber 17 familiarizes commanders with this program, and gives them a chance to improve how they use the information it provides them.
“I am glad to be part of the exercise,” said Lape. “I hope that First Corps and PAC [Pacific] Fleet will take the lessons learned from this [exercise] and use them in future exercises and real world scenarios.”
