Command Master Chief Anthony Torres, assigned to Commander, Submarine Squadron (COMSUBRON) 15, was recognized in a naval message from Commander, Submarine Forces announcing the 2017 Naval Submarine League Awards, Aug. 17.
Torres was announced as the winner of the Master Chief Frank A. Lister Award for exceptional leadership and motivation while serving as chief of the boat (COB) on Los Angeles-class attack submarine USS Columbia (SSN 771).
“It was a pleasant surprise to be selected for the Master Chief Frank A. Lister Award, since I didn’t even know I was put in for it,” said Torres. “I’m sure there were a lot of great nominations, and it’s a great honor to be the winner.”
The Master Chief Frank A. Lister Award recognizes a submarine COB who has displayed exceptional leadership and motivation to his crew. One award is presented annually to a submarine senior or master chief petty officer while serving as, or having recently served as, chief of the boat in the submarine during the nomination period.
Torres was assigned to Columbia in 2016 and attributes his success to the crew.
“Columbia was one of the best crews I’ve ever served with,” said Torres. “It was the quality of the crew, wardroom and chief’s quarters that allowed me to be selected for this award. I want to thank them for their hard work during my tenure as COB. Without them, none of this would have been possible.”
As the submarine’s senior enlisted leader, Torres mentored and motivated the entire crew. He ensures the Sailors were taken care of and the submarine was able to answer the nation’s call when required.
“I wasn’t surprised that Master Chief Torres was recognized with the Master Chief Lister Award,” said Capt. David Schappert, COMSUBRON 15. “He is an exceptional leader on the waterfront, and I am lucky to have him at my command. We want our best Sailors protecting our nation in Guam, and Master Chief Torres epitomizes this. I am proud to work with him here at the tip of the spear.”
Torres, a native of Houston, Texas, entered naval service in 1996 and has been COB on Los Angeles-class attack submarines USS Asheville (SSN 758), USS Oklahoma City (SSN 723) and USS Albuquerque (SSN 706) in addition to his tenure on Columbia. He served ashore as Staff Command Master Chief for Commander, Submarine Group Two in 2010 and was selected to the Command Master Chief Program in 2015. His current assignment is command master chief for COMSUBRON 15, where he has been since April.
Columbia, commissioned Oct. 9, 1995, is the 60th submarine of the Los Angeles class and eighth U.S. Navy vessel to bear the name. Columbia displaces more than 6,900 tons, is 360 feet long and has a crew of 130 Sailors. The submarine is one of the most versatile weapons platforms and is capable of numerous types of missions including long-range Tomahawk strike operations, anti-submarine and surface shipping operations, surveillance and intelligence gathering, and special operations force insertions.
COMSUBRON 15 is located at Polaris Point, Naval Base Guam in Apra Harbor, Guam, and consists of four Los Angeles-class attack submarines. The squadron staff is responsible for providing training, material and personnel readiness support to the assigned submarines and those that visit Guam. Also based at Naval Base Guam are submarine tenders USS Frank Cable (AS 40) and USS Emory S. Land (AS 39). The submarines and tenders are maintained as part of the U.S. Navy's forward-deployed submarine force and are readily capable of meeting global operational requirements.
