FORT GEORGE G. MEADE, Md. – Capt. Michael Freidberg relieved Capt. Ingrid Rader as U.S. Fleet Cyber Command/U.S. 10th Fleet (FCC/C10F) Navy Reserve commanding officer, during a change of command ceremony held Nov. 4 at the Burba Lake Cottage at Fort George G. Meade, Md.
During the ceremony, Deputy Commander of FCC/C10F Rear Adm. James Butler, the ceremony's guest speaker and presiding officer, presented Rader with the Legion of Merit and commended her strong leadership during her time in command.
“Since 2015, Capt. Rader’s reputation as the commanding officer of the Reserve Unit has been one of strong, inspiring leadership,” said Butler. “As the commanding officer of the largest unit in the Reserve Information Warfare Community, her leadership made a lasting impact on the unit and her efforts resulted in significant and lasting improvements in operational support, effectiveness, and unit morale.”
Rader, who will be reporting to Commander, Naval Information Force Reserve as the Cryptologic Warfare Community Lead, praised the exceptional work of the Sailors assigned to the unit and reflected on all they accomplished.
“I am so proud of the progress we have made as a fully integrated active-reserve team and with our partners at the NOSC and Region Washington… and I cannot wait to see what the future holds for the unit with [Capt. Freidberg] at the helm,” said Rader. “Of all of the many Reserve units I have served at, this one stands out as one of the most challenging but most enjoyable experiences in my career.”
Freidberg is the fifth commanding officer of the FCC/C10F Navy Reserve unit, which provides critical intelligence, cyberspace operations, and operational planning expertise in support of tier one exercises and real-world contingency operations.
Freidberg is a 1988 graduate of Dartmouth College and was commissioned an Ensign in the Naval Reserve in March 1993. In his civilian career, he is Vice President, Government Services-US for International SOS Assistance, Inc. in Philadelphia.
“One of the great privileges of serving in the information warfare reserve is that we are not simply training our weekends. We are fully engaged, contributing to our nation's defense and helping bear the burden for our active duty counterparts,” said Freidberg. “My goal, as I accept the baton from Capt. Rader is to build on her success and continue cultivating that shared sense of purpose that motivates our Sailors.”
U.S. Fleet Cyber Command serves as the Navy component command to U.S. Strategic Command and U.S. Cyber Command, and the Navy’s Service Cryptologic Component commander under the National Security Agency/Central Security Service. Fleet Cyber Command also reports directly to the Chief of Naval Operations as an Echelon II command.
U.S. 10th Fleet is the operational arm of Fleet Cyber Command and executes its mission through a task force structure similar to other warfare commanders. In this role, C10F provides operational direction through its Maritime Operations Center located at Fort George Meade Md., executing command and control over assigned forces in support of Navy or joint missions in cyber/networks, information operations, electronic warfare, cryptologic/signals intelligence and space.
