    CPO 365, short for chief petty officer, was created to meet these needs, providing the tools to develop first class petty officers (FCPO) and chiefs into Confident Competent and Effective (C2E) leaders. C2E is USS Gerald R. Ford’s (CVN 78) version of the CPO 365 Phase One program, the precursor to phase two training a Sailor only begins once selected for chief.
    Ford’s CPO 365 lead, Senior Chief Aviation Electronics Technician David Brooks, feels that the term CPO can be misleading.
    “Why would I want to go [to phase one training] if I know I’m not making chief, didn’t make chief and my friends did, or I’m a brand new FCPO?” asked Brooks. “Because it’s not about making chiefs, it’s about making leaders and building these leaders 365 days a year.”
    C2E is personnel qualification standard (PQS) based, involving hours of research and intensive writing assignments, which are discussed in more detail at the group sessions. This can seem daunting, but Ford’s CPO 365 co-lead Machinist’s Mate 1st Class Ashley Chavez says it’s not busy work.
    “Attending the group training is really important. You can meet different people, build relationships, and network with different rates. I always take time out for C2E because I enjoy meeting people and it’s something I really care about.”
    Chavez added that the group training brings the PQS to life, expounding on concepts and bringing FCPOs into the fold who might struggle learning on an individual basis.
    “Everyone has different skill sets and I just want to be on the same team trying to get everyone to the same place,” said Chavez. “I would love to see everyone maintain a constant attitude of building each other up.”
    Chavez coordinates with her other FCPO representatives to meet the C2E training objectives and organize C2E events. She mentioned challenges early on with holding command-wide training for every topic, so they devised a way to break it down into smaller groups so everyone can get involved.
    “Departments know their own schedule better than we do,” said Brooks. “After the changes, attendance has been outstanding. With the departmental leading chief petty officers overall in charge of their department’s training, we’ve seen more eyes on the program, more accountability, and more engaged training overall.”
    As each department collects their FCPOs C2E phase one workbooks, and with some moving on to phase two, Brooks added that it’s important to keep in mind the continual group progress towards individual leadership goals.
    “As chiefs, it’s our duty and responsibility to train our replacements,” said Brooks. “C2E doesn’t just build chiefs, it builds and improves the foundation of leadership, managerial skills, and technical capability through shared experiences of both FCPOs and chiefs.”
