10th Army Air and Missile Defense Command

RAMSTEIN AIR BASE, Germany - With the year wrapping up and the holidays quickly approaching, Col. David S. Lee relinquished his command of the 19th Battlefield Coordination Detachment to Col. William L. Kirby during a change of command ceremony at the officer’s club Dec. 12, 2017.

The reviewing officer for the ceremony, Maj. Gen. Timothy McGuire, deputy commanding general, U.S. Army Europe, said that Lee and his wife, Kelly have really put their hearts and souls into this command and have taken it to new heights.

“I could not be prouder of all that 19th BCD has done for the Army, the joint-team and this great NATO alliance,” McGuire said. “The momentum we have here is truly impressive. Dave, your leadership has been instrumental to these successes. You’ve created a true team approach.”
McGuire thanked the Lee family and noted his excitement that Lee would still be working in United States Army Europe until the summer.

Lee followed McGuire on the podium and said they depart the 19th BCD with no regrets.

“I know that we leave the BCD better because we have served with all of you and we are so very thankful for that opportunity to serve with such terrific people on such a terrific team.”

McGuire also said that one thing bittersweet about this change of command was the talent being brought in with the Kirby family.

“I’m always impressed when the Army finds the right leader to come in with the right skill set at the right place and the right time to take unit’s to the next level. We have that in Bill Kirby.”

Kirby thanked the audience for the attendance of the ceremony.

“I’d like to start by saying how excited the Kirby’s are to be joining such a highly respectful unit,” Kirby said. “Our previous assignment was with the Multinational Corps Northeast, and I can say from personal experience that the 19th BCD had an outstanding reputation and is known for producing excellence, delivering on its promises and doing more for furthering the integration of fires than any other organization in Europe.”

The 19th BCD conducts liaison between USAREUR or designated ARFOR/Land Component Command and the 603d Air and Space Operations Center to coordinate airpower and ground capabilities across the range of military operations within the USEUCOM and USAFRICOM areas of responsibility.
