    AURORA, Colo. (NNS) – Cmdr. Michael Herlands relieved Cmdr. Mark Alexander as commander, Navy Information Operations Command (NIOC) Colorado, during a change of command ceremony at Buckley Air Force Base, Colo., Dec. 14.

    Rear Adm. James Butler, deputy commander, U.S. Fleet Cyber Command/U.S. 10th Fleet, presided over the ceremony which was attended by family, friends and crew members. Butler said Alexander has completed a remarkable tour in Colorado while managing a diverse mission.

    “Marks’s reputation as the commanding officer of the NIOC has been one of strong, inspiring leadership,” said Butler. “In the past two years, Mark and his team have accomplished some incredible feats.”

    The Navy's change of command ceremony is a time-honored tradition in which the crew gives honor and respect to an outgoing commanding officer and welcomes aboard a new commanding officer.

    Herlands is a graduate of the U.S. Naval Academy and previously served as executive officer at Navy Information Operations Command (NIOC) Sugar Grove in West Virginia.

    “I look forward to taking over the incredible mission here at the NIOC Colorado,” said Herlands. “Mark has done incredibly well with a global mission and is leaving his Sailors in good hands.”

    During Alexander’s tour at NIOC Colorado, Sailors executed a global mission in support of numerous operations including Operation Enduring Freedom. Sailors under his command were instrumental in missions vital to national security.

    "NIOC Colorado Sailors, and Officers, thank you once again for making my tour successful," said Alexander, whose next tour of duty will be with the Deputy Chief of Naval Operations for Information Warfare. "For the last two years, I have been fortunate to work with outstanding Sailors. I will never forget you."

    "Mark, you are truly leaving behind a legacy of leadership." said Herlands. "To the command, it is a tremendous privilege to lead and serve with you during this exciting time in Information Warfare."

    NIOC Colorado is a subordinate command of U.S. Fleet Cyber Command and comprises Task Group 101 of the U.S. 10th Fleet. Based at Buckley Air Force Base, its mission is to provide ready, trained and motivated Information Warfare Officers, Cryptologic Enlisted Personnel, and expertise to support fleet, combat forces, and national intelligence operations requirements worldwide. NIOC Colorado actively engages in the Global War on Terrorism, while operating in a challenging multi-service, and multinational environment.

    U.S. Fleet Cyber Command serves as the Navy component command to U.S. Strategic Command and U.S. Cyber Command, and the Navy’s Service Cryptologic Component commander under the National Security Agency/Central Security Service. Fleet Cyber Command also reports directly to the Chief of Naval Operations as an Echelon II command.

    U.S. 10th Fleet is the operational arm of Fleet Cyber Command and executes its mission through a task force structure similar to other warfare commanders. In this role, C10F provides operational direction through its Maritime Operations Center located at Fort George Meade Md., executing command and control over assigned forces in support of Navy or joint missions in cyber/networks, cryptologic/signals intelligence and space.
