Information Warfare Training Command (IWTC) Virginia Beach completed the first annual review of the Joint Certification Evaluation (JCE) for its Foreign Military Intelligence Collection Activities (FORMICA) course, Jan. 17.
FORMICA involves the debriefing, by trained and certified Department of Defense (DOD) human intelligence (HUMINT) collectors, of all DOD personnel who have access to information of potential foreign intelligence value.
Recently, the FORMICA instructors refined the curriculum and flow of the course to align with joint requirements and improve the overall holistic approach to intelligence collections. Over the last year, 218 personnel completed the course throughout the 10 iterations taught in both Virginia Beach and IWTC San Diego, along with two mobile training teams traveling to fleet concentration areas.
The course initially received joint certification in February 2017, allowing graduates to release reports to the intelligence community across the global joint environment. The Joint Staff J7, Individual Training and Learning Branch, which is responsible for certifying joint courses, ensures course content and database information is up to date. The JCE not only ensures the curriculum meets the requirement for joint credit, but also confirms that all commands deliver the curriculum uniformly and have the same standards of learning and execution.
"FORMICA has been a force multiplier for naval intelligence and our forces forward”, said Cmdr. Andrew Boyden, commanding officer for IWTC Virginia Beach. “With the joint accreditation, we are able to leverage the capabilities of our analysts in the joint arena, filling intelligence gaps."
The FORMICA course is designed to provide Navy intelligence officers and enlisted intelligence specialists in the paygrades of E4-O4 with the knowledge and skills necessary to perform the FORMICA process at the journeyman level under minimum supervision in accordance with appropriate technical manuals. The course is two weeks long and consists of 60 instructor-led classroom hours and 20 hours of practical application exercises. During the 80 hours of instruction, students review the guiding principles of HUMINT, FORMICA, and Operations Security (OPSEC).

E-mail your completed datasheet to your type commander representative listed on the FORMICA Sharepoint main page. Sailors working in the joint environment or under commands which are not subordinate to a Navy type commander fall under the Office of the Chief of Naval Operations for registration purposes.
Graduates are encouraged to utilize the USN FORMICA Debriefing Course Student Sharepoint as a reference while preparing for and on deployment. Course materials, references, and curriculum will be updated routinely to ensure the most up-to-date information is available for graduates.
IWTC Virginia Beach currently offers 69 courses of instruction in information technology, cryptology and intelligence with an instructor and support staff of 290 military, civilian and contract members who train over 6,000 students every year at five training sites in the Hampton Roads area. It is one of four school houses for Center for Information Warfare Training and also oversees four learning sites at Jacksonville and Mayport, Florida; Kings Bay, Georgia; and Groton, Connecticut to continue aligning IW community training.
IWTC Virginia Beach, as part of the Center for Information Warfare Training, provides a continuum of training to Navy and joint service personnel, preparing them to conduct Information Warfare (IW) across the full spectrum of military operations.
