    DLA Energy Europe & Africa team members attend NATO Petroleum Course

    Three Defense Logistics Agency Energy Europe & Africa team members joined fellow fuels management professionals from 22 nations for the Petroleum Course at NATO School Oberammergau, Germany, Nov. 20-24.

    DLA Energy Europe & Africa’s Operations Officer Air Force Capt. Jonathan Wood, International Fuel Agreements’ Air Force Master Sgt. Raymond Carpenter and Liaison to the U.S. Mission at NATO Hank Tomlin participated in the training.

    “Although it was an introductory course, I gained valuable knowledge of fuel topics from a NATO perspective,” Wood said. “The real value came from interacting with fuel representatives from other nations and learning how they work through fuel supply issues.”
    According to NATO School Oberammergau’s website, the purpose of the course is to provide students with foundational knowledge on all aspects of NATO petroleum in order to achieve more effective and efficient fuel supply planning for NATO and NATO-led military operations.

    The course consisted of lectures and presentations by participants. Representatives from eight nations provided more than 30 briefings during the week.

    Wood and Tomlin briefed classmates on DLA Energy Europe & Africa’s organizational structure and capabilities. Carpenter gave a presentation on DLA Energy’s International Agreements and Acquisition and Cross-Servicing Agreement programs.

    Students also participated in two scenarios to demonstrate their understanding of course principles. The first scenario focused on NATO deployable forces, the NATO Response Force and its logistic support concept in relation to multinational logistics. The second focused on the alliance’s military petroleum policy, principles and doctrine relating to fuel support for alliance forces as well as management and the application of standardization policy and procedures to NATO petroleum matters.

    Wood said from his perspective, the objectives for the course were mutually beneficial. NATO personnel learned about DLA Energy capabilities and DLA Energy Europe & Africa personnel learned about their NATO partners.

    DLA Energy Europe and Africa Commander Army Lt. Col. Dennis Williams confirmed the importance of the course to the command’s operations.

    “Attending training along with many of our NATO allies is very beneficial,” he said. “It increases our interoperability and our joint and NATO proficiencies. The NATO Petroleum Course allows our personnel to further their understanding of NATO petroleum operations, which provides valuable insight when conducting fuel operations in Europe and Africa.”
